エコでない建築確認申請 政府の政策批判も書いています。 [建築]

最近、書かなかった政治ネタも含んでいます。とはいえ、これに同調される方、できない方、とご意見があるかと思いますが、あくまで建築のネタだと思って読んでください。（そういう「むすび」にならなかった感じでもありますが・・・）
いやー、昨今の自民党の茶番劇は面白いけど、だらしがないし、給料泥棒といったところでしょうか・・・・・・
さて、いわゆる、耐震偽装で厳格化した建築確認申請ですが、厳格化＝エコでない となっています。
例えば、さる大手民間確認検査機関では、図面の間違えについては、全て図面を差し替え・・・・以前は押印し、間違えた箇所を訂正でした。
確かに、ハンコで真っ赤っかは見るに耐えません。
ですので、少しはわかりますが、当然ながら、差し替えるたびに紙の無駄が出ます。
もちろん、こちらも出ないようにしていますが、様々な民間検査機関の「指導」というか「方針」で、書き加える必要が出たりで差し替えでした。
地元の民間検査機関（こう書くとばれそうですが・・・）、こちらは、多少の間違えは押印ですみます。
さる大手よりも、扱っているのが一戸建ての住宅が多い都合もあるでしょうが、こちらの方が良心的です。
さる大手は、現在、マンションが減っているため、一戸建ての住宅が多いようです。こちらは申請料が高いのですが、そのかわり、日本全国カバーなので、その分高いのでしょうかね？
さて、これだけではありません。
もっとも、怒りを感じる愚かな事は、建築確認申請で、「認定書」をつけなければならないことです。
「認定書」とは、建築基準法法文でうたわれている建材以外に必ず、認定を受けることが義務付けられており、その認定書を申請時につけなければならないのです。
この認定書は、分譲住宅メーカーやハウスメーカーでは、年間に出す棟数が多いので、認定書がたくさん入ったファイルにインデックスを貼り、それを出すことにより、認定番号の記載のみで、認定書のコピーは不要というもの。
自分らみたいな、小設計事務所は、こんなことは許されていません。
ですので、いつも、認定書のコピーを付けないとけません。
認定書は一枚っぴらじゃなく、ひどいやつだと、A4 40枚にもなります。
検査機関も言っていましたが、倉庫が足りないと・・・・・全部ページ審査するわけでもないし、見てもわからない代物なのに、全部つけるなんて・・・・・・認定書の頭紙 番号が書いてあるところでも十分なはず！
これは、大変な紙の無駄だと思います。
認定書を出す行為自体、エコでない。責任の明確化とは別に感じます。
以前のように番号を記載するだけですまして欲しいといったところです。
ともあれ、こんな現場のやり方から乖離した申請は、申請したことがない大学の先生が作ったもの。
こんな「先生たち」を呼んで、厳格化した、国土交通省 及び、政府には、「馬鹿」としか言いようがありません。
エコポイントだとか、選挙への点数稼ぎ的対策は、評価のしようがありません。
そして、現在の醜態。
自民党は、既得権益にしがみついているようにしか感じられません。
建築基準法の改正も含め、実用性の高い政策を展開できる政党に政権を委ねたいですね。

大手と中小で提出書類に差別するのは如何かな？と小学生でも分かりそうなもの。それを公平に扱えない大人は、もう一度小学校で学んで認定書をもらって来い！って云いたいです。

書類でしか信用が出来ない国土交通省、役人の考え方にはホント情けないです。現場を歩いて、どうしたら仕事が円滑にいき、なおかつ良心的な材料選び、施工をさせていくか、もっと真剣に考えて欲しいです。大手のたくさん社員がいるところを前提にしたような制度ではダメだと思います。

そもそも性悪説での改正というアプローチ自体に、問題があったと感じています。（市場原理導入の手法が間違っています。）
